It won't recode anything. With this option, the locale check would be
only for extra safety, so that users do not accidentally get into the
situation that ldapvi's UTF-8 output disagrees with what their locale
specifies. I believe doing that check matters, especially because I
would like to make --encoding=utf-8 the default.
